The Ioffe Röntgen Institute (IRI) is a German-Russian strategic cooperation platform designed to foster the bilateral cooperation between Germany and Russia in large-scale research infrastructures.

The IRI was proposed by the German research minister and the Minister of Education and Science of the Russian Federation in a Joint Declaration, signed on the occasion of the opening of the German-Russian Year of Science in May 2011. The Deutsches Elektronen-Synchrotron DESY and the National Research Centre “Kurchatov Institute” agreed to jointly establish the IRI and to host IRI administrative offices in Hamburg and in Moscow.
